Ering raise concern at downstream impact of Chinese dam
ITANAGAR, Jul 29: With reports that China has recently operationalzed the Zangmu Hydropower Project on Brahmaputra in Tibet, Member of Parliament Ninong Ering on Friday demanded the Centre to convey its concerns to the Chinese Government at highest level that the downstream states in India are not harmed by this mega dam.
Raising the issue during Zero Hour in the Parliament, Ering expressed serious concern over the impending threat posed by the dam as the project could be used to regulate and control water downstream leading to water scarcity in entire North-Eastern region, including Arunachal Pradesh.
"Since we do not have river water sharing agreements with China, the Centre must register a strong protest against the nefarious Chinese activities at upstream," Ering said.
"China has also proposed to construct three more dams, namely Dagu, Jiexu and Jiacha, and if all these dams are constructed then it will be devastating for India," he said.
He urged India to start diplomatic talks with China and also to raise the issue during G20 Summit in China in September and BR1CS Summit in India in October this year and resolve the issue proactively and pragmatically.
Ering also raised the issue of discrimination and harassment towards NE students and other people from the region living in various parts of the country, especially metro cities like Delhi, Mumbai, Bangalore, on different types of occupations by so called mainstream people.
Citing latest incidents of rape on three girls from Sikkim and questioning of a girl from Manipur over her nationality at airport, Ering requested the Minister for Women and Child Development to establish fast track courts and special North-East Cell in those One-Stop centres to ensure justice of the victims of such harassment.
Pema calls for Diarrhea death reduction
IDCF launched across state
ITANAGAR, Jul 29: Chief Minister Pema Khandu made a clarion call to make hundred percent achievement of Intensive Diarrhea Control Fortnight (IDCF) in the state by reducing children's death due to diarrhea to zero percent. He was launching the IDCF at the conference hall of the CMO, Itanagar on Friday.
To achieve the objective, he appealed to all the health workers, ASHA Volunteers, Anganwadi workers, Panchayati Raj Members, NGOs, public leaders and health officers to work collectively and wholeheartedly. He appealed to the people to make full benefit of the programme and minimize the death ratio of the children below 5 years.
The CM said health is a priority sector for the government and would ensure all the flagship programmes of Centre in the state in letter and spirit. With a view to provide better health facilities to the people of the state, CM said to look into the infrastructure and equipments needs of the health department.
He also said to make recruitment to the various posts created in the health department in phase wise manner so as to meet the human resource requirements for better health delivery system in the state.
Pema also administered ORS to the children during the launching programme.
Commissioner (Health & Family Welfare), Hage Kojeen informed that the target of 1,71,000 children under five of the twenty districts will be covered under this drive and 3759 ASHA workers, 882 ANM, 6028 Anganwadi workers and 3600 primary school are going to participate in IDCF drive. He also informed ASHA workers will visit all the households which have children under the age of five. The children will be administered ORS benefits by the ASHA workers while they will also be counseled about the benefits and process of preparing it, Zinc corners will be put up.
NHM, Mission Director, P. N. Thungon informed that Diarrheal diseases remain a leading cause of preventable death, especially among children under five in developing countries. Estimates show that over 1.2 lakh children less than five years of age succumb to diarrhea every year so in order to prevent this preventable diarrheal death, IDCF is being observed across the state.
Among others, Director Health Services, Dr. Moji Jini, Director Elementary Education, Tapi Gao, Director Rural Development, Tayi Taggu were present on the occasion.
Further, the Intensified Diarrhea Control Fortnight (IDCF) 2016 was launched at various district headquarters across Arunachal Pradesh on Friday.
At Yupia, the IDCF was launched by Papum Pare Deputy Commissioner Sandeep Kumar Singh at Govt Dispensary, Itafort, Itanagar. The DC distributed ORS and Zinc Tablets to mothers and children and advised the mothers to take benefit of the programme for better health care of their children.
The health staff demonstrated hand washing technique and distributed ORS to children from Arunachal Vikas Parishad Bal Bharti School, Itanagar. IDCF will be observed from July 29 to August 11, wherein free ORS and Zinc tablets will be distributed at all health care facilities and Anganwadi centres.
DMO Dr.S.Ronya, DRCHO, Dr.J.Ado, DPO, Dr.R.R. Ronya, DANO, Dr. T.Raju, DVBDCPO, Dr.T Aruna, DPM, DDM, staffs from DHS and dispensary, teachers and school children from AVP Bal Bharti School, Itanagar were present during the occasion.
The DC also inspected the dispensary to take stock of the condition of the dispensary along with other officials.
At Pasighat, the District Health Society, NHM East Siang launched the IDCF at Siang Model School in presence of Pasighat East MLA, Kaling Moyong and DC Isha Khosla. Speaking on the occasion, MLA Moyong has called upon the school children to follow the proper hygienic hand-washing technique shown in a demo by the resource persons.
Moyong advocated that the Swacch Bharat Abhiyan which focuses on cleanliness and sanitation can also be linked with such programmes like IDCF for strengthening the outcome of such initiative and towards the goal of "Zero Childhood Death due to Diarrhea". The MLA also suggested for involving the PRIs and PMC councillors in the IDCF campaign.
DC East Siang Isha Khosla also reiterated the need for proper hygienic habits and adopting sanitation practices in terms of proper handwashing, to avoid open defecation, clean school and household toilets, drinking clean and boiled water which will go a long way in combating Diarrhea and other diseases. Khosla on the occasion also asked the children to share and spread the message of cleanliness and hygiene which they have gained with their family and friends.
DMO, Dr.M.Perme informed that handwashing demonstrations will be organised in all schools of East Siang under the IDCF campaign.
Further, DRCHO, Dr. T Gao stressed on the need for continued breastfeeding of the child and for safe and quick disposal of human feces and wastes.
At Ziro, the IDCF was launched in Lower Subansiri by Deputy Commissioner Kemo Lollen in the conference hall of the General Hospital, Ziro.
While appreciating the hand wash demonstration by the medical staff, the DC advocated for such demonstrations in all the schools and anganwadi centers and directed DDSE and the CDPOs of the respective blocks for compliance. He also directed all the members of the steering committee ICDF to visit the ORS and Zinc corners and ensure sensitization of the public on ORS, its usage and preparations. To ensure maximum coverage the DC suggested senior medical staffs to travel across the district to guide and monitor the ASHAs.
Earlier, Dr. Derin Likar informed that ORS and Zinc tablets have been dispatched to respective PHCs across the district.
Among others Dr. Kuru Tama, CDPO, Kina Takka, BEOs, doctors, ASHAs and medical staffs were present in the programme.
At Tawang, the IDCF-2016 was launched at District Hospital, Tawang. Speaking on the occasion, Deputy Commissioner, Tawang, Sang Phuntsok stressed on covering the vulnerable groups and remote areas of the district for successful implementation of the programme.
DMO Tawang, Wangdi Lama informed that under the programme ORS and Zinc tablets would be distributed in all the households with children below 5 yrs. He said that message under Infant Young Child Feeding (IYCF) would also be propagated during the campaign where counseling on breastfeeding and complementary feeding would be given. Further, he informed that Village Health Sanitation and Nutrition Day's (VHSND) main focus would be on immunization and diarrhea control.
At Bomdila, the IDCF was launched at District Hospital Bomdila by Bomdila MLA Japu Deru. ORS was administered to the patients at the ORS-Zinc corner.
The MLA and the DC called on the department officers and officials to work hard to achieve the set goal during the fortnight. They also urged the department to continue the programme throughout the year giving more emphasis on prevention of Diarrhea and Diarrheal disease in the district.
The function was attended by DC, Dr.Sonal Swaroop, DMO, Dr.T.C Khirme, DRCHO, Dr. D.K Lama, MOs, staffs of District Hospital and NHM.
At Khonsa, IDCF, an initiative against infant death in the age group of 0 - 5yrs due to Diarrhoea was launched by Tirap Deputy Commissioner Ravi Jha at Anganwadi Centre, ALC colony, Khonsa.
Interacting with the beneficiaries, the DC informed that every year most of the death cases of infants are caused by Diarrhea as such parents must compulsorily wash hand properly with soaps before taking food as unhygienic causes diarrhea in rural areas. The DC urged all the Anganwadi workers and para-medical workers to spread awareness about IDCF in their respective area to ensure infants are prevented from diarrhea.
DMO, Dr. Neeba Lowang highlighted about the IDCF and the main components of the fortnight. ORS sachets were distributed by the government officials to the children present.
At Daporijo, the IDCF was launched under the chairmanship of Upper Subansiri DC Komkar Dulom in the conference hall of the District Hospital.
Dulom advised the participants to keep electrolyte in balance and suggested all the line departments come together and co-ordinate each other to create total sanitation and hygienic condition prevail in the whole district.
Briefing on the IDCF-2016, DMO, Dr. N.Geiyi urged the facility in charges of SCs, PHCs, CHCs and DH to dedicate in preventing and containing the diarrheal deaths and its occurrence in the district by distribution of ORS sachets and Zinc tablets throughout the district. He urged the village level workers like ASHAs/AFs, ANMs, MOs to teach hand washing techniques in the villages, schools and in their respective jurisdictions.
At Changlang, the Intensified Diarrhea Control Fortnight was launched by Sub-Divisional Officer, Nampang Wangjen at District Hospital Changlang amidst a gathering of HoDs, MOs, medical staff and students of VKV Balwadi School.
SDO Wangjen instructed the department of health to ensure coverage of hundred percent villages of the district by giving wide publicity through all means. He urged them to instill the knowledge of homemade ORS among the villages.
Earlier, DRCHO Dr. Tope Yomcha informed that all ASHAs will visit door to door and provide ORS with Zinc tablets with necessary instructions of proper use during the programme. Briefing on the aims and objective of the programme, Dr. Yomcha informed on the symptoms, causes and precautions of Diarrhoea in detail. He said that 93 percent of the deaths due to Diarrhoea can be controlled by ORS and Zinc tablets while clean hands are vital before preparing ORS.
UNICEF consultant Narendra informed that the programme is not only to vaccinate the children with diarrhea but it also aims to explain all the causes and its precautionary measures to be adopted to avoid the disease. DMO, Changlang Dr. Karrik Basar also spoke on the occasion. DIPROs
At Jang, the IDCF was launched at Jang sub-division with a daylong AYUSH health awareness camp at ADC's conference hall Jang.
DRCHO Tawang, Dr. Lobsang Tempa spoke on the objectives of IDCF, while MO incharge CHC Jang, Dr. Kinchin Neema and CDPO Jang Nirria Phuntsok stressed on the importance of preventing Diarrhea by practicing correct hand washing technique, detecting signs of dehydration and keeping children under 5years of ages rehydrated by preparing and taking the right quantity of ORS solution along with right doses of Zinc supplementations.
ORS and Zinc tablets were distributed free of cost to be further distributed to the villagers. ORS corner was also set up at CHC Jang. People of Jang-Thingbu blocks attended the camp.
Further, Medical Officer (II) cum Member Secretary of District AYUSH Society, Dr.K.Meru spoke about the National AYUSH Mission and District AYUSH Society Tawang. He asked them to avail the services of AYUSH systems of medicines which stand for Ayurveda, Yoga, Unani, Siddha and Homoeopathy. The AYUSH services available at the different government health institutions under Tawang which are available at free of cost was also informed.
ADC, Pema Dorjee stressed on the importance of AYUSH systems of medicines under government's healthcare delivery system. He also stressed for taking proper care so that no child between the ages of 0 to 5 years should die from diarrhoea related dehydration problem.
At Seppa, the IDCF was also launched in East Kameng district formally at the District Hospital, Seppa by distributing ORS and Zinc tablets to the ASHAs and ANMs by East Kameng DC, Rajeev Takuk.
DMO arrested for alleged sexual harassment, orgs seeks action
ITANAGAR, Jul 29: District Medical Officer (DMO) of Lower Subansiri, Dr Moli Riba has been arrested by the district police based on a complaint lodged by a 31 year old lady employee of district medical office, Ziro, alleging him of sexual harassment at work place. She has lodged the complaint against DMO at Ziro police station.
Dr Riba is currently under police custody.
A case no. 63/16 U/S 376/354/342/506/511, IPC has been registered against alleged accused. While talking to this daily, an official of Ziro police station informed that he will be produced before magistrate on Saturday. The alleged incident took place on Thursday afternoon.
"As per the complaint, DMO had assigned the lady a work in the office chamber. While she was working, the alleged incident took place," said the official of Ziro PS.
Meanwhile several civil society organizations have condemned the incident. Apatani Students Union General Secretary Hage Kano has appealed to the authorities not to grant bail to the alleged accused and sought stringent punishment. Further ASU warned of rigorous movement if victim is not given proper justice. All Nani Welfare Association, All Nani Employees Welfare Association, Itanagar branch and All Habung Welfare Society have also sought strict punishment. They have also called for termination of accused from the job. Further, they also called authorities not to grant bail to the doctor.
Pasighat meet on erratic power supply

PASIGHAT, Jul 29: Considering the two ultimatums served by Pasighat Peoples' Welfare Committee (PPWC) to the government for timely redressing of the erratic power problem by month end and Civilian Terminal Demand Committee, Advance Landing Ground, Pasighat (CTDC,ALG, PSGT)'s appeal for construction of the civilian conclave within the allotted ALG premises respectively, a joint meeting of district administration, organizations and local MLA, Chief Councilor was held at DC office here on Thursday chaired by DC, East Siang.
While district administration along with the power department's executive engineer clarified the position of the improved power scenario, PPWC team insisted for calling a joint meeting of all three divisions of Pasighat-Aalo-Rumgong power departments as the maximum faults in power supply are reported in jurisdiction of Aalo and Rumgong which are beyond the control of Pasighat division.
Despite the assurance given from district administration, the PPWC convened a general meeting of all stake holders at today under the Chairmanship of Okom Yosung, President PPWC, where the proposed Pasighat bandh on 1st August was deferred till 5th August. The PPWC in their four point decision has appealed to the state government for a joint meeting of Pasighat-Aalo-Rumgong power division to find out a solution.
Meanwhile, taking exceptional seriousness on the need of timely construction of civilian terminal for domestic air connectivity, local MLA, Kaling Moyong proposed district administration to allot free land near IOC and civil supply office premises within the boundary wall of ALG, Pasighat to be handed over to Airport Authority of India (AAI) and Indian Air Force (IAF) for a civilian conclave. Moyong has also urged the AAI & IAF to maintain the agreement where 3.70 acres of land from total of 76 acres land acquired were to be handed over to AAI for construction of civilian terminal buildings and infrastructures.
Citizens angry at grant of bail to alleged drug peddler

ITANAGAR, Jul 29: The people of Bordumsa-Diyun have expressed displeasure over granting of bail to one Ladrisanga Ralte who was arrested on Wednesday for alleged possession of Brown Sugar. Diyun police had recovered two packets of brown sugar from his vehicle and Ralte was booked under Section 22 (b) of NDPS Act in Diyun P.S. A case was registered but Ralte was subsequently given bail.
The locals alleged that Ralte has blessing of powerful people and therefore easily got away. "Drug peddling is a serious offence and he should have been behind bars. But due to the pressure exerted from higher ups, he was given bail. This has set a wrong precedent. Everyone knows that areas like Bordumsa, Namsai, Diyun is battling serious drug problem. Authorities should have booked him under stringent act and ensured strict punishment. But, instead they have shown leniency to Ralte by giving him bail without proper investigation. What kind of example are they setting," said an angry local citizen.
They also alleged that there is nexus among local government officials, Ralte and some powerful politicians. They further alleged that Ralte has even encroached into government land in the forest colony at Diyun and have appealed forest officials to investigate the matter. Locals have warned that if Ralte is not re-arrested at the earliest, they will a launch agitation against authorities.
Karbak calls youth to shun drug
ITANAGAR, Jul 29: 27th Liromoba MLA Nyamar Karbak on Friday called on youths to shun drug as it has pernicious effect on human health. Karbak was addressing the closing ceremony of Mega Awareness Programme on Drug & Road which was organised by All Arunachal Pradesh National Highway Development Committee at Mopin/ Solung Ground Itanagar.
Outlining the negative effects of drugs, Liromoba MLA said drug is hazardous to health and detrimental to the society.
"Youths are future of state as well as nation, so do not resort to use drug and do not encourage your friends too" he added while appealing the participants to shun drugs.
Liromoba MLA further exhorted that road is backbone of any development. However, he stressed on road safety and suggested the students to take proper precautions as road accident graph is very high in Itanagar. The MLA also appealed to the participants particularly students not to ride bike or drive car minor. He also appreciated the organizing committee for creating awareness on both drug and road safety.
Monsoon fury continues to pound Tawang
ITANAGAR, Jul 29: Monsoon fury continues to pound Tawang with the rain not stopping, triggering heavy landslide causing extensive damages to roads, snapping water and power supplies in large part of the district.
Fresh incidents of landslides and house collapses were reported on Friday after moderate to heavy rains lashed the region.
Already cut-off from the mainland with water and power supply snapped, the connectivity inside the Lumla sub-division has been choked, bringing administrative functioning to a grinding halt.
A major landslide has occurred at Dolma Lhakang complex on Thursday posing threat to the Tara Devi statue which is religious tourist place.
"Landslide was taking place since last few days but it has reached near the statue due to continuous rain since Thursday. Immediate measures are needed to prevent further damage", said Lama Tsedar, a monk.
"Dolma Lhakang is an important landmark for Lumla, both from religious and tourism point of view. We are positive that administration will work out plans to protect the monument", Leki, Secretary of Dolma Lhakang Committee, added.
The rain-triggered landslides also partially damaged 9 houses at Mangnam. Disaster management team visited the site and issued advisory to the villagers.
The PMSGY road from Lumla to Kharteng has been severely damaged at various places while new cracks have appeared on several roads instilling fear in the mind of commuters.
PWD, PHE and Power Departments have been instructed to take all precautionary measures and take immediate steps to prevent further damages at Dolma Lhagang.
Due to landslides, the Lumla-Tashigaon road has also been damaged at several points while Lumla-Bomdir route and Bleteng and Buri Villages in Dudunghar circle remains cut off.
The major cause of concern remains the road communication, especially Lumla-Bomdir road. There are three pending bridges in Lumla-Bomdir road, of which bridge at Thongleng has been under construction since the last ten years.
"Bridge at Mangnam was started in September 2015. The abutment is completed but the bridge is not ready for use yet, reasons best known to the BRO", Kesang Chombey, a local resident, said.
"The Thongleng Bridge which started in June this year is progressing at snail's pace. If these three bridges are completed then the road communication to Lumla will be eased to a large extent", added Lobsang Thinley.
Lumla ADC Mika Nyori told that men and machineries have been pressed into service to clear blocked roads.
"We are constantly keeping coordination with BRO to keep Lumla - Bomdir, Lumla-Tashigaon and Lumla - BTK road through. Essential service departments have been directed to carry out temporary restoration works from available resources," said the ADC.
"The Sub-Divisional Emergency Operation Center is closely monitoring the situation", he added.
DIPRO adds: Meanwhile, Tawang Deputy Commissioner Sang Phuntsok visited Lhou under Jang sub division to take stock of the damages caused due to landslide at circle office and nearby government residences. The entire office had to be shifted to old PHC building, Lhou last week as a precautionary measure.
He further inspected the Govt. Middle School, Gongkhar and Thupten Choelling Balika Vidyalaya, Lhou.
It was reported that the residence of Deputy Commissioner and Superintendant of Police, Tawang have also been badly affected by landslide, restoration work of which is underway. (Tawang Vigilance)
Awareness on conservation marks International Tiger Day
ITANAGAR, Jul 29: Pakke Tiger Reserve and Tippi Wildlife Range, Namdapha Tiger Reserve organised various events to mark International Tiger Day on July 29.
The Day saw various activities at Pakke Tiger Reserve at Seijosa and Tippi Wildlife Range to raise awareness on tiger conservation. During day long programme, 200 students from various schools of Seijosa and Tippi- Bhalukpong area participated. The programme started with "Walk for Tiger" by school children, civil societies and staff of Pakke Tiger Reserve & Seijosa (Territorial) Range. The participants walked for 5 km from VKV School to Seijosa Range Headquarter at West Bank with placards and banners. DCF & DFO, Pakke Tiger Reserve Tana Tapi, highlighted the importance of tiger conservation and protection in its natural habitat and its prey species for healthy eco-system and emphasize on the role of student participation in spreading the message of conservation. Wildlife film & documentary were screened and a drawing competition was held under the theme "Save tiger, save our pride". The programme was supported by Wildlife Trust of India, CBRC Seijosa.
Similarly, at Tippi wildlife Range Kime Rambia, RFO organized awareness programme regarding importance and role of wildlife and top carnivores in ecosystem for students and teachers of the locality, followed by drawing and painting competition at Nature Interpretation Centre Tippi. Teachers were requested to inculcate a sense of environmental responsibility in the young minds in the school along with academic syllabus.
In an effort towards spreading the message of Tiger conservation and maintenance of Tiger habitat, International day of Tiger was observed in Namdapha Tiger Reserve. A walk for tiger was organized at M'pen where the participants were taken inside the Tiger Reserve on a nature walk and were apprised about the importance of habitat maintenance. They were also informed about the techniques of bird watching and butterfly.
An extempore speech competition on the "Importance of Tiger Conservation" was organized for the participating students and also a power point presentation on the global status of tigers was presented.
The participating students were briefed by the Assistant Field Director H.Nyorak on the value of wild life preservation and about the Tiger being the flagship species.
Pupla Singpho,a member of State Wildlife Advisory Board, spoke on the occasion and briefed about the significance of Tiger conservation for the future generation.
To mark the day, the programme was attended by 25 Students from Government Higher Secondary school Miao, Teachers, SEACOW, a reputed wildlife NGO from Miao and wildlife staff from the Namdapha Tiger Reserve.
Mein seeks people’s support to fight drugs problem
ITANAGAR, Jul 29: Deputy Chief Minister Chowna Mein appealed to all sections of the society to join hands in the fight against substance abuse instead of leaving the task to the police alone.
He made this appeal in the backdrop of many recent reports of drug abuse in the state, particularly in Pasighat, Changlang and Namsai.
He appealed to parents, guardians and teachers to educate their children on the impacts of drug abuse on user's physical and mental health and also to the society.
Substance abuse, especially among the youth is a serious concern for not only the society but for the nation, he said and advised the parents to always keep an eye on the activities of their children.
Directing the police department to continue its efforts against drug abuse, Mein said that those involved in the illegal drugs trade should be dealt with iron hand as per law.
"Use of Narcotics and psychotherapeutic substances can even lead to extinction of a society or a tribe, he said quoting UNO which also cautions that small tribes are particularly more vulnerable.
DC asks DHPD to complete Shakangchu Hydel soon
TAWANG, Jul 29: Tawang Deputy Commissioner Sang Phuntsok asked the Department of Hydropower Development (DHPD) to complete the under construction Shakangchu Hydel Project at Mukto to meet the sharply growing power needs.
Phuntsok, who inspected the hydel project along with the departmental engineers on Friday, asked the department to work on war footing to complete the construction work at the earliest.
On being apprised about the technical problems that may delay the progress of the construction work, he asked the department to explore ways and means to achieve the target. DIPRO
Declare Dollungmukh as downstream: Committee
ITANAGAR, Jul 29: Calling for declaration of Dollungmukh circle as the downstream affected zone, the Subansiri Lower Project Implementation Committee has demanded that downstream policy and programme and other CSR packages be implemented immediately in the same line as the downstream policy and programme that is being implemented in Assam.
'Dollungmukh circle falls between Dam axis and confluence of Subansiri and Dullong River which makes Dollungmukh downstream affected zone. And also it has come to our knowledge that NHPC Ltd is implementing water protection policy and programme amounting to Rs 400 to Rs 500 crores in Assam in the name of downstream affected of Subansiri Lower HE project, NHPC Ltd.
Therefore, same policy and programme should be implemented in Dollungmukh circle as it falls under downstream affected zone,' it said in its memorandum to the executive director, Subansiri Lower HE Project (NHPC) Ltd.
Its other demands include establishment of power house at Kolaptukar on the right bank of Subansiri river, regularization of present temporary staffs working at NHPC Ltd, early implementation of all the pending agreement submitted during the period of 15 years, immediate appointment of D-grade regular service to the aggrieved family member of Late Bini Binod and Late Biku Tajar and immediate recruitment of skilled, unskilled, technical, non-technical and C&D grade regular service to the project affected families of Dollungmukh circle of Subansiri Lower HE Project NHPC Ltd among others.
AASSATA seeks release of pending salary
ITANAGAR, Jul 29: The All Arunachal Sarva Shiksha Abiyan Teachers Association on Friday reiterated for early release of two-monthd pending salary of teachers working under SSA. Drawing Chief Minister's attention towards the plight of contractual teachers, AASSATA stated that salary of February and March 2016 is yet to be released by the department.
The association expressed displeasure over non-disbursement of pending salary, adding that teachers are entirely depending on salary for their survival. The SSA teaching fraternity threatened the government to resort agitations if it fails to address the matter at earliest.
APDUEA demands fresh interview
ITANAGAR, Jul 29: Arunachal Pradesh Diploma Unemployed Engineers Association (APDUEA) has claimed illegal appointments against seven vacant posts of Extension Officer RE) on officiating basis in Rural Development Department.
Armed with documents obtained through Right To Information (RTI), the association in a release stated that the appointments were made in total violation of recruitment rules and process by not floating any advertisement against the vacant posts.
The appointments were allegedly made on February 4, 2014 (1), March 3, 2014 (1), July 23, 2015 (4) and June 1, 2016 (1), the association said.
APDUEA demanded immediate cancellation of all those appointments and to conduct fresh interview by floating advertisement afresh against those posts.
Humane touch emphasized in awareness training on child welfare
PASIGHAT, Jul 29: The need for providing a humane touch in dealing with children in need of care and protection, including Juveniles was emphasized during the one-day awareness training on Child Welfare to police personnel under Operation Smile -II at Reserve Police Line (RPL) here on Friday, organized by the East Siang Police.
Deputy Director, ICDS, and Child Protection Officer, East Siang, Ponung Ering Angu, who attended the programme as resource person, dwelt on various provisions and procedures that have to be followed in rehabilitation of rescued and abandoned children, child victims and Juveniles. She informed about standardized practices that need to be followed mandatorily in shelter homes, observation homes, orphanage and childcare institution in terms of education, health, recreation and nutrition.
A child victim must be made aware of his/her rights, provided free legal aid, she said while highlighting on compensation provisions under AP Victims Compensation Scheme.
Angu also informed about adoption procedure rules as per existing Juvenile Justice Act(JJ Act).
The presence of a Lady Officer in the rank of Inspector in civil clothes is mandatory in case of a female child victim to avoid second victimization, she further informed.
Advocate Vijay Taram dwelt on duties of police under Juvenile Justice Act 2015, Protocol and Procedure to be adopted during operation, and in handling Juveniles.
Every Child has to be treated with dignity, he said while emphasizing on showing the humane face of the police officer while dealing with juvenile cases in presence of Juvenile Officer, which is a mandatory.
ABK Women Wing president Yalem Taga Burang, who also is JJB member, said that we must tactfully handling the Juveniles as the guiding principle of the JJB Act is the correction and rehabilitation of the Juvenile to enable them to re-join the mainstream.
DSP A Taying, in his address, said that the tracing of missing children, rescue and rehabilitation has been one of the core emphasis of the Operation Smile adding that bringing relief and smile on the faces of the parents of the rescued children should be our motivation and real reward.
We must also put an end to child labour and to deal with violators firmly as per existing legal laws, he added.

Administration to conduct ILP, driving license checking
ANINI, Jul 29: A meeting of the administrative officers and the Superintendent of Police was held in the office of the Dibang Valley DC here on Thursday wherein it was decided to conduct a drive for checking Inner line permit (ILP) and driving licenses.
The administration also advised those who do not have proper ILP and driving license to procure the documents within 15 days following which the drive will be conducted and penalty imposed on the defaulters.
The issue has been taken up following complaints received from the public as well as Students' Union regarding increase in unregistered and underage drivers in Anini town. (DIPRO)
Prog on export promotion of agricultural and processed food
ITANAGAR, Jul 29: Agricultural and Processed Food Products Export Development Authority (APEDA) in association with the Department of Trade & Commerce organized an outreach programme on export promotion of agricultural and processed foods in a city hotel here on Friday.
The resource person drawn from various fields, states and departments, including APEDA, New Delhi, Spice Board of India NABARD etc highlighted on various schemes for the benefit of the exporters in increasing their trade activities utilising the duty benefits to become more competitive. They also informed about various export incentives offered by the Government of India through various public and public sector organizations.
Series of awareness campaign concludes
YINGKIONG, Jul 29: A series of awareness campaigns were conducted to create awareness on Pradhan Mantri Sinchai Yojna as well as importance of education and health care, prohibition on hunting and fishing as part of an awareness tour held at Gobuk, Simong, Pugging and Gette villages under Yingkiong block, which concluded here on Thursday.
During the campaigns, which were carried out by PRI members led by ZPM Bading Teng and Anchal Samiti Chairperson, Api Komboh, the ZPM urged the youths to take up agriculture and its allied activities for self sustenance and advised them to do away with drug abuse by directing their energy towards gainful activities. Dustbins distributed to shopkeepers
ITANAGAR, Jul 29: Aalo ADC, Nyiken Lollen distributed 32 pole-mounted plastic dustbins procured under Swachh Bharat Mission by the Department of Urban Development and Housing Division to the shops keepers of Aalo township as part of an awareness campaign 'Keep Aalo Clean,' conducted at the New Market Dere on Friday.
The campaign has been done with the motive to ensure total sanitation in the township.
UD & Housing department, Deputy Director, Hali Welly, UPO, Nyatum Bagra, AUPO, Hage Nobin, members of NGO Mother Vision and general public were also present on the occasion.
Deputy Director, Hali Welly in his address asked people to reduce the usage of non-biodegradable items and reuse and recycle the waste if possible.

DC launch avenue plantation drive
PASIGHAT, Jul 29: East Siang Deputy Commissioner Isha Khosla planted a sapling of Gulmohar at 2 Mile marking the launching of avenue plantation drive in Pasighat on Friday.

DC asks CDPOs and staffs to remain in posting place
KHONSA, Jul 29: Tirap DC, Ravi Jha asked all the CDPOs and their staffs to remain in their respective places of posting and to visit the Anganwadi centres in rural areas at regular intervals to make the centres truly functional.
The DC was addressing a district-level monitoring and review committee meeting of district ICDS held in the DC's conference hall here on Friday wherein ZPC, PD, DMO, DD (ICDS), DRCHO, DPO and all the CDPOs representing Khonsa, Lazu and Namsang attended.
He urged the Deputy Director (ICDS) and the CDPOs to instill a sense of work culture among their staff adding that there should be a proper liaison between the CDPOs and the grassroots workers for effective implementation of the government schemes under ICDS. He also appealed the PRI leaders to play a pro-active role and cooperate with the ICDS workers, especially in the rural areas.
ZPC, Sontung Bangsia in her address also appealed to the government departments to take the PRI leaders into confidence while preparing schemes.

Awareness meet on 'Ujjwala' scheme
ITANAGAR, Jul 29: The State Bharatiya Janata Mahila Morcha (BJYM) on Friday organized an awareness meeting on 'Ujjwala' scheme at Ward No 24, Naharlagun.
Informing that 'Ujjwala' scheme is launched by NDA Government for women below poverty line under which free LPG connection is provided to the beneficiaries, BJYM president Padmeswari Jamoh advised all eligible women to avail the benefits of the scheme.
She informed that about five crore women across the country are likely to get LPG connection during 2016-17.

Allegation of DPR violation
ITANAGAR, Jul 29: In a letter to Chief Engineer, Gumte Youth Welfare Association alleged that there is serious violation of detail project report (DPR) for road connecting NH-299 to Gumte Village under Pakke-Kessang circle of East Kameng district. The association claimed that as per DPR, hard rock excavation was required; however rock was not cleared by the constructing agency. It also alleged that materials used in culvert are also below standard. It further claimed that retaining wall construction has not been started yet. The association sought the authority's attention to look into the matter.
Anganwadi workers attend legal awareness camp
YINGKIONG, Jul 29: In all, 26 Anganwadi workers along with local women attended a day-long District Legal Services Authority (DLSA) conducted legal awareness camp which aimed at creating awareness amongst women in particularly and society as a whole, at the CDPO office here on Friday.
Addressing the participants on the occasion, DLSA Member Secretary Habung Tangu (JMFC-cum-Civil Judge) said that the law is equal for all and spoke about access to justice for all under Legal Service Authority Act, 1987.
Advocates Akoying Tekseng, Kabang Taron, Anjali Gohain and Dubom Tekseng who were the resource persons on the occasion spoke about laws regarding Protection of Women from Domestic Violence Act, 2005 apart from legal aid clinic which offer free legal assistance, child rights in India, Arunachal Pradesh Victim Compensation Scheme, 2011 and Right to Information Act, 2005.
An interactive session was also held wherein the participants clarified their doubts.

Improve teaching skills and knowledge, DC tells teachers
SEPPA, Jul 29: East Kameng Deputy Commissioner Rajeev Takuk exhorted the teachers to improve their teaching skills and knowledge to impart quality education to students.
Addressing the teachers in the valedictory function of the three days in-service training at DIET, Wessang, Takuk said that training generally improves three basic aspects -- ability, skill and knowledge. A good communication skill also is a must in order to impart one's knowledge to others, he said.
Anticipating fruitful outcome of the training programme, he congratulated the teaching fraternity for this year CBSE result and urged them to continue the same zeal. There is nothing wrong on the part of teachers, government or in the education system, he said, while referring to poor CBSE results in various government schools this year.

Rain creates havoc in Likabali sub division
ITANAGAR, Jul 29: Torrential rain for the past few days has created havoc in Likabali Township. The bridge, water supply and other basic amenities have been inundated by the flood water.
Situation has become worst in Jipu village. Dwelling houses and belongings of the villagers and paddy fields have all been damaged by the flood water.
To tackle the situation, an emergency meeting was conducted by local MLA Jomde Kena along with ADC Basar and SDO Likabali. It was decided to assess the loss of the inhabitants of Jibu village and to use the MLA LAD fund for immediate relief and rehabilitation purpose. This was informed by the MLA in a press release.

Finally a ray of hope
After a long wait finally it seems like GST bill is going to see light of the day. Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi on Friday informed that GST Bill has been listed for consideration and passage in Rajya Sabha agenda for the next week and that government is hopeful of the passage of bill. Due to bitter opposition from principle opposition party Congress, the bill is stuck in Rajya Sabh for a long period of time. In recent days Government has been reaching out to different political parties to seek support.
Senior ministers Arun Jaitely and Venkaih Naidu even reached out to Congress leaders
to develop a consensus in this regard. The three main demand of Congress over the
bill are abolish one per cent additional tax as goods move across states, keep constitutional
cap of 18 per cent and lastly set up an independent dispute redressal mechanism.
Government has agreed to the Congress demand and has dropped one per cent additional
tax plan. The Union Cabinet on Wednesday approved key changes in the proposed legislation,

It has been decades since we had filled up the form for the six vacant posts of Junior Inspector/ Auditor of Cooperative Societies (JICS/JACS) in the Cooperative department. It was published as advertisement vide No COOP(E) 26/2014 dated 28/08/2014. However, the cooperative department is silent mode since then without declaring the examination date for reasons best known to them. Therefore, I would like to know whether there is any probability of conducting the exam in near future or not.

Dear Editor,
Through your esteemed paper, I wish to draw the kind attention of Chief Secretary,
Govt of Arunachal Pradesh towards unfair means adopted by the candidates during
the departmental recruitment examination. It is experienced that mal practices are
common in the recruitment process as highlighted by many frustrated candidates. It
is really a major concern. Political leaders are not concerned except for their ministerial

In the process, genuine and hard working candidates do not get selected. This issue can be solved easily by the head of the concern department with the assistance and coordination of all the service providers by barring internet service in that area.

Four circles in need of assistance
Dear Editor,
Through the columns of your esteemed daily, I would like to bring to the kind attention
of the authorities that the four border administrative circles of Siyum, Nacho, Limeking
and Taksing are cut off from rest of the world since last 3-
People of the areas are facing hard difficulties in moving to and from their respective circles and they are in want of essential commodities. Medical patients are unable to reach health facilities and students are getting late for their schools and colleges. Govt. Staffs are unable to reach duty places who were out of stations and those who are on the duty places are not able to move out even for their important official and personal purposes.
But the concern authorities seemed to be reluctant and lackadaisical in restoring the single route that connects the lifeline of four most backward and border circles of upper Subansiri district. Public representatives of different levels who are entrusted and supposed to approach the authorities are all out of stations and govt machineries who are supposed to take care of the matter is also just watching and enjoying the episodes being displayed in the state. But the common people are suffering of hunger, medical needs, need of development, attention of govt and their representatives.
Therefore, through this column, I would like to request the concern authorities to restore the road as soon as possible as it is the single lifeline of about 25 lakh population of four administrative circles of Siyum, Nacho, Limeking & Taksing.
I would also like to request the public representatives of the areas to please come and stay at your places/constituencies and look into the problems of your people who elected you for their services.
The people of your areas did not elect you to stay in Daporijo, Itanagar and Delhi permanently for your personal and family purposes, but to serve them and their areas for their better lives, peace, progress and prosperity.
